Founded by parents Hammet and Jaralyn Hough to meet the special or unique needs of children, with preference to those in foster care.
Growing up on her family’s farm in Boyds, Maryland, Elizabeth “Libby” Hough Van Winkle quickly learned that as the only girl among her three brothers, she had to stand up for the things she believed in. Throughout her life she became devoted to supporting the things that were most important to her. This devotion led to a strong commitment of helping children, especially those who had no one else they could depend on. Although she was busy taking care of her two children and running her own business, Libby decided to become a foster parent. Hammet and Jeri Hough, Libby’s parents, say that being a foster parent was one of the most gratifying experiences for Libby. She found it very rewarding to see the impact of a loving, caring home upon these young lives. When Libby died in January 2007, Mr. and Mrs. Hough wanted to honor their daughter’s dedication to foster children by creating The Libby Hough Van Winkle Foster Children’s Fund. The fund provides grants to supports special and unique needs of children in foster care not met through traditional outlets.
Founded by Shirley Barker in memory of her sister to support New Hope United Methodist Church.
Ms. Moser was a devoted member of New Hope United Methodist Church . She was an admired Sunday school teacher and held many leadership positions within the church, with the most recent being financial secretary and congregational care lay minister. Ms. Moser cared deeply about the church and its congregation, and the fund that honors her memory will benefit the church for generations to come.

Linda M. Snyder was a loving wife and mother, and a person who loved life. She will always be remembered for having a heart full of love for her family and friends, and also for the many children whose lives she touched through her 15 year career with Frederick County Public schools as a special education assistant, Autism Cadre team member, and Challenges Program teacher. Her dedication to improving the lives of children with Autism will never be forgotten, and will be carried on through her memorial fund which will provide grants to local nonprofits and scholarships to students with financial need majoring in special education or elementary education.
Linwood T. Offutt, Jr. Fund for The Frederick County 4-H Camp Center
Founded through Mr. Offutt’s bequest, this fund supports the programs of The Frederick County 4-H Camp and Activities Center, Inc.
Mr. Offutt, a lifelong farmer, was an active member of many Frederick County agricultural organizations, in addition to his support of the 4-H Camp Center.
