Judy Ramsburg Memorial Scholarship Fund

Founded by Mehrle and Thelma Ramsburg for Frederick County public high school graduates to attend Frederick Community College.

To honor the life of their daughter, Judy, Mehrle and Thelma Ramsburg established The Judy Ramsburg Memorial Scholarship Fund. The fund provides scholarships for Frederick County residents who have graduated from a Frederick County high school to attend Frederick Community College. Judy brought joy to everyone she knew, and she loved to laugh and spend time with her friends and family. Judy loved serving her community and was especially fond of volunteering with the Thurmont Guardian Hose Company Carnival and Christmas Cash for Kids. The scholarship fund creates a legacy that honors her for her role as a beloved daughter, sister, and aunt.

Julia Eleanor Dryden Stine/Hitchens-Dryden Memorial Scholarship Fund

Founded by daughter Alice Jean Stine for Frederick County Public School graduates studying at Salisbury University.

Julia D. Stine of Knoxville was born July 3, 1911. In 1930, she attended the Salisbury Normal School (now Salisbury State University), where she earned a degree in education. After returning to the area, she dedicated nearly 30 years to teaching in Frederick County elementary schools in Lander and Brunswick, while continuing her post-graduate education at Hood College, Shepherd College and University of Maryland. In keeping with Julia Stine’s career path, the Fund that bears her name awards scholarships to students who will attend Salisbury University to major in education, nursing, psychology, sociology, or social work.

Julie Ann Robertson Cashour Memorial Fund

Founded by her family for grants to organizations helping people with a terminal illness, preferably those with neurofibromatosis.

In 1970 at the age of seven, Julie Ann Robertson Cashour was diagnosed with neurofibromatosis, a disease she would fight for the duration of her life. Julie refused to let the disease stop her from living life normally. She worked at the National Cancer Institute and participated in many community activities. In honor of her courageous battle and to promote awareness of neurofibromatosis, her family started The Julie Ann Robertson Cashour Memorial Fund when she passed away in May 2000 at the age of 36. In Julie’s memory, this fund provides grants to organizations serving people with neurofibromatosis or researching a cure for the disease as well as to those within the community coping with a terminal illness.

Karl S. and Evelyn M. Manwiller Memorial Scholarship Fund

Founded by Mr. and Mrs. Manwiller’s family for Frederick County Public School graduating seniors, with a preference to Governor Thomas Johnson High School graduations.

Karl S. Manwiller began his educational career in Frederick County in 1963 as supervisor of high schools, and was the founding principal of Governor Thomas Johnson High School. In 1973, he took the position of Director of Pupil Services, followed by the role of Curriculum Specialist for Social Studies and Community Resources, both for Frederick County Public Schools. His achievements in education include development of Frederick County’s advanced placement programs, visual and performing arts offerings, and special and alternative education programs. Upon retiring from the school system, Mr. Manwiller became Executive Director of the Community Foundation, holding that position from 1988 until 1991. He led the organization through a series of “firsts,” including overseeing the first grant from the unrestricted fund earnings awarded to Frederick County Vo-Tech Students, and the first Annual Report to the Community announcing that the $1 million goal in contributions, pledges and current assets had been met. In 1990, the first grants were awarded through a formalized grantsmaking process. Mr. Manwiller was instrumental in laying the groundwork that has helped the Community Foundation grow into a strong, viable entity that has now injected close to $100 million in grants and scholarships into the community since its birth in 1986. Mr. Manwiller passed away in June 2010, while Evelyn passed away in April 2023.

Kathryn (Kitty) M. Reed and Robert (Bob) J. Reed Scholarship Fund

Founded through Mrs. Reed’s estate for students majoring in business administration with preference given to students with financial need.

Mrs. Reed was well-known in the Frederick community. She served as the Executive Director of the Frederick County Chamber of Commerce from 1980 until 1993. She was instrumental in advancing the mission of the Chamber, and was known for her enthusiasm for promoting the businesses of Frederick County. In 1988, Mrs. Reed originated Leadership Frederick County, and ran this successful program for many years.

Kathy J. Meagher Memorial Scholarship Fund

Founded by husband Rick Meagher and children Kathryn, Emily and Matthew for area students affected by cancer.

Kathy J. Meagher spent 20 years sharing her gift as an English teacher at Maryland School for the Deaf. She was also the principal at the Frederick campus from 2003-2005. Sadly, in 2009 Mrs. Meagher lost her long and brave battle with cancer. This scholarship fund will leave a lasting legacy in Mrs. Meagher’s name by providing scholarships to graduates of FCPS students whose lives have been affected by cancer.

Mrs. Sheiss created the unrestricted fund to honor her and her late husband, Douglas, and their commitment to the Frederick County community. Mrs. Sheiss believed that the unrestricted element of the fund will provide the greatest impact and carryout their charitable intentions for generations.
